The 'File Storage Item' content type requires you to upload one File. Other content types may let you upload several file as attachments.
In both cases, Files are uploaded into the system just like Images, except that you cannot reuse uploaded Files.
Files are effectively displayed as links on the live website. You should refrain from uploading unnecessary files, as they will not necessarily be accessible to users with accessibility issues. If you want to convey important information by uploading a file, don't; instead create a piece of content within which you can enter the relevant information as text.
